メインテーマは、「新しい戦（中）前とフェミニズム」。

わたしたちの生きる社会が、世界が、いつの間にか「戦前」のような状況になってしまっています。
誰もが、日々のタスクやジョブに追われて、この世界が今どうなっているのか、わたしたちが向かっているのはどんな未来なのか、考える余裕がありません。
まじめに日々の仕事をつづける人たちが硬直したまま、ふざけた扇動者たちが、社会の「空気」を誘導しています。
この社会全体が、なにか恐ろしい「勝負」に向かって突き進んでいるようにすら、感じられます。
それをわたしたちは、「新しい戦前」と名づけました。
それから、すぐに気がつきました。戦争はもう、すでに、始まってしまっているではないか、と。

カルチュラル・タイフーンは、今年で20周年を迎えます。
会場は、20年前に、SARSコロナウィルスの不安に見舞われる中で第1回大会を開催した、早稲田大学です。
2023年の大会開催日は、奇しくも、関東大震災から100年目にあたる、9月2日～3日です。
わたしたちは、大震災やウイルスの進化のような、自然の時間をコントロールすることはできません。
けれども、人間の時間である記憶や歴史や文化をどのように語り、考えてゆくのかは、わたしたちの現在にゆだねられています。

実は、大型台風が発生しやすいのも、9月初旬の、この時期です。
わたしたちが巻き起こす「文化颱風」は、むしろ、わたしたちの社会の沈滞した空気を一変するような、清々しい台風であるべきでしょう。
昨年、成城大学で発生した、規模は小さくとも意義は巨大なフェミニズムの台風が、今年は早稲田で起こるでしょう。
一緒に、いい風を吹かせましょう。

Cultural Typhoon 2023’s main theme is ‘The new pre-war (and wartime) and feminism’.

We now live in a world and society that is becoming “pre-war”.

Everyday tasks and jobs don’t give anyone any insight into what’s happening in the world or where we’re heading. Ridiculous agitators create a social ‘atmosphere’ while those who remain serious are bogged down in their daily work. It even feels as if this whole society is heading for a terrible ‘game’.
That is why we called this situation ‘the new pre-war’.

And now we have realised: War has already begun.

Cultural Typhoon celebrates its 20th anniversary this year.
The conference will be held at Waseda University, which hosted the first conference 20 years ago in the midst of the SARS coronavirus scare.
Coincidentally, this year’s conference will be held on 2-3 September, the 100th anniversary of the Great Kanto Earthquake in 2023.

We have no control over the passage of time in nature, such as the cycle of a great earthquake or the evolution of a virus.
But we do live in the present, in which we have to consider how we deal with our memory, our history or our culture, with human time.

In fact, it is at this time of year, in September, that there is often a big typhoon.
Our “cultural typhoon” should be the one that refreshes the present stagnant conditions of our society.

The small typhoon of feminism with significant value that was generated last year at Seijo University will blow again this year at Waseda University.
Together we are making a strong wind.
It is our hope that you are a part of it.

今（2023）年文化颱風的大會主題是「新戰爭前（中）與女性主義」。

我们所在的社会，我们所生活的世界，已经在不知不觉间演变成一个“战前”的局面。
而我们却都忙于日常课题及工作岗位，没有时间去思考现在的世界变怎么样了，或是去想想我们将走向什么样的未来。
保持肃静者陷于日复一日繁忙的工作之中，而喧嚣荒唐的煽动者则主导着社会的“气氛”，使人感到整个社会似乎都朝向某种骇人的“胜负”对抗游戏发展。
这种发展局面，我们称之为“新战前”⋯⋯
紧接着我们便很快地意识到，战事不早就已经开始了吗？

今年文化台风将迎接第20周年。
我们将回归20年前，在SARS疫情恐慌期间，第一届大会的举办地点，于早稻田大学举行。
2023年的大会将在9月2日～3日间举行，恰逢关东大地震迎来第100周年。
虽然我们无法控制地震发生或着是传染病毒进化的自然时间，然而如何去讨论及思考记忆、历史和文化这些所谓“人为时间”，是我们当下责无旁贷的工作。

事实上，9月上旬正是容易形成超强台风的时期。
我们所鼓吹的“文化台风”应该是一个令人耳目一新，能改变我们社会气氛低迷的台风。
去年在成城大学刮起的女权主义台风，规模虽小但意义重大，而今年“文化台风”也将在早稻田的校园上重新席卷而来。

【発表募集】

• カルチュラル・タイフーン2023では、国内外のみなさまの発表を広く募集しています。
• 「個人発表」、「グループ発表」、「プロジェクトワークス」を募集いたします。
• 学会員だけでなく、非会員の方も応募できます。ただし、学会員でない方の発表につきましては報告登録料が必要となります。下記の【発表資格について】をご確認ください。
• カルチュラル・タイフーン2023は、以下の方法で開催されます。
  ・【シンポジウム】：現地開催＋オンラインでの配信を予定しています
  ・【個人発表・グループ発表・プロジェクトワークス】：現地での対面による開催
  ※報告はおひとりにつきいずれか1つの形態（個人発表/グループ発表/プロジェクトワークス）への応募のみ可能です。
  ※発表日時・時間は実行委員会で決定いたします。発表希望時間の受付は行いませんので、あらかじめご了承ください。

【応募方法】

• 「個人発表」に応募する場合は、こちらの応募フォームに必要事項を記入してお申し込みください。

【発表資格について】

• 「個人発表」か「グループ発表」か問わず、非会員が発表する場合には、「報告登録料」の事前支払いが必要となります。報告登録料には当日参加費／オンラインチケット代が含まれています。
  非会員有職者（個人会員Ａに該当するかた）　11,000円
  非会員学生等（個人会員ＢまたはＣに該当するかた）　5,000円
• 報告登録料の支払いにつきましては、発表受諾の連絡を差し上げる際に支払い方法をお知らせします。
• また報告登録料を支払われた方で2023年度に新規会員となられる方につきましては、会費納入額の一部として報告登録料分を充当いたします。
• ご周辺のみなさまへの参加の積極的なお声がけを、なにとぞよろしくお願いいたします。

【Applications for presentations】

• Cultural Typhoon 2023 will showcase a broad range of presentations from people both inside and outside Japan. We are looking for Individual Presentations, Group Presentations, and Project Works.

• Participation is not limited to ACT members; non-members can also apply. However, a Paper Presentation Registration Fee will be required for presentations made by non-members. Please refer to the [Eligibility for presentation] section below.

• Cultural Typhoon 2023 will be organized as follows:

• Symposiums: On-site and Online streaming.

• Individual Presentations / Group Presentations / Project Works: On-site only.

• Only one panel per person will be accepted for presentation.

*The date and time of each presentation will be decided by the Cultural Typhoon 2023 Executive Committee. Please note that we do not accept requests for presentation dates/times.

【Presentation length (planned schedule subject to potential changes)】

• Individual Presentations: 20 minutes presentation and Q&A
• Group Presentations: 90 minutes (including time for Q&A)

 【Eligibility for presentation】

• Whether for individual or group presentations, all non-member contributors/presenters will be required to pay the Paper Presentation Registration Fee in advance. The entry fee/online ticket fee for CT2023 is included in the Paper Presentation Registration Fee.

• Paper Presentation Registration Fee
  Full-time employees (corresponding to ACT membership in Category A): 11,000 yen
  Part-time employees and students (corresponding to ACT membership in Category B or C): 5,000 yen

• You will be informed of the payment method for the Paper Presentation Registration Fee when we contact you to accept your proposed presentation. In addition, for those who pay the Paper Presentation Registration Fee and then opt to become an ACT member during the fiscal year 2023, the Paper Presentation Registration Fee will be counted as partial payment of the total membership fee.

• We would appreciate your help in promoting this conference as widely as possible.

• As before, anybody can apply for participation in other activities (project works—booths, workshops, etc.) outside of paper presentations. However, everyone will be asked to pay an entry fee/online ticket fee, including those invited by the applicant. Tickets for participation will be available for purchase from the sale start date until the day of the event.

【Entry fees/online ticket fees for CT2023】

• ACT members in Category A or B, and non-member employees (corresponding to ACT membership in Category A or B): 3,000 yen per person

• ACT members in Category C, and student or civilian non-members (corresponding to ACT membership in Category C): 1,500 yen per person

<Reference>

• Category A (annual membership fee: 10,000 yen)
  Those who work full time (including in tenured positions) at a university or research institution, and those who can claim their membership fees as allowable expenses.

• Category B (annual membership fee: 6,000 yen)
  Those who work part time at a university or research institution, or those who cannot claim their membership fees as allowable expenses.

• Category C (annual membership fee: 4,000 yen)
  Students as defined in Article 4 of the regulations of the Association for Cultural Typhoon, non-regular or temporary employees, and those who have retired from universities or research institutions (or those over 70 years of age).
